White haired singer in techno/rap/trance band from Siberia?

I'm looking for the name of a band that was big in early 2000(I
think). All I remember was that the lead singer had short white
hair(dyed, I think, though he was rather old as I recall) and that in
one of their music videos there were a lot of cars exploding while
they were in a snowy area and wore large puffy coats(helpful, I
know!). I believe they were from Siberia(not sure how I remember that
but not their name) but they had at least one or two songs in English.
I believe they were.. relatively well known.

I know this isn't a lot to go on but if anybody happens to know or
remember or be able to figure out what the heck I'm talking about, I'd
greatly appreciate it.
